[問題] 美國花旗一些功能無法使用
不知道有沒有人有一樣的問題，我的美國花旗帳戶有以下兩個功能無法使用。
無法直接線上辦CD，現在有一個13-month CD 利率2.5%的活動，我想申辦會遇到錯誤
它寫:
Eligible customers are new or existing Citibank customers who (1) enroll in
the “CD Offer”, (2) are at least eighteen (18) years of age, and (3) have a
valid W-9 or W8-BEN on file with Citibank and are not subject to backup
withholding
可是我根本找不到有enroll in the CD offer和填寫form W8-BEN的功能
另外也無法add external account (non-Citi my account)
我可以看到填寫的表單，但是送出後嘗試validate時會出現錯誤訊息:
We cannot add your account for Inter Institution Transfers (IIT).
We were unable to confirm your identity. Therefore, we cannot add your
account for Inter Institution Transfers (IIT). We apologize for the
inconvenience, but it is for your protection.
To add this account, you'll need to call Customer Service at 1-877-248-6734
(Text Telephone 1-800-788-0002). Otherwise, you won't be able to add this
account or any other account in the future.
這就是美國國內銀行間轉帳的功能，不能使用會極不方便>"<
我懷疑這兩個錯誤有可能是因為使用非美國地址的關係，有人知道解決方法嗎?
非不得以實在不想打國際電話去問...
