Philippine Airlines to offer to build $400m terminal

Philippine Airlines Inc said on Friday it will present to the government
before the year ends plans to build a new $400-million terminal to improve
passenger service and accommodate an expected rise in the volume of air
travel in the coming years.
菲律賓航空公司星期五表示,將在年底前向政府提交建設四億美元新航廈計畫,用以改善
旅客服務並容納未來幾年航空旅遊的預期成長。
Jaime Bautista, president of Asia‘s oldest airline, said it was willing to
take in a partner for the terminal project at Manila‘s congested airport,
once they get the go-ahead from the government.
亞洲歷史最悠久的航空公司的總裁 Jaime Bautista 表示,一旦他們獲得政府的批准,
他們願意成為馬尼拉擁擠機場的航廈專案夥伴。
“If we are allowed to start construction in 2018, then it should be finished
by the end of 2020,” Mr Bautista told a media briefing.
Bautista 在媒體會上說 "如果我們被允許在二零一八年開工,那麼應該在二零二零年底
前就完工了。"
Mr Bautista said the proposed terminal can accommodate an additional 12
million passengers, which should help ease congestion at the country‘s main
international gateway.
Bautista 表示,研議中的航廈可再容納一千兩百萬名乘客,這將有助於緩解該國主要國際
門戶的擁塞。
Designed for 30 million passengers, the number of passengers at the Ninoy
Aquino International Airport reached almost 40 million in 2016, Mr Bautista
said.

近四千萬人次。
Right now PAL exclusively uses Terminal 2, one of the four terminals at NAIA.
The new terminal would be an extension of its terminal in an area where PAL
planes are parked.
目前菲航專使第二航廈,這是 NAIA 的四個航站樓之一。新的航廈將會是該航廈在菲航飛
機停泊區的延伸。
To decongest the Manila airport, PAL is hopeful that another airport will be
built near the capital. The government is looking at private-sector proposals
to build airports in Bulacan and in Cavite.
為了舒緩馬尼拉機場,菲航希望在首都附近再建造一個機場。政府正在研究私人機構在
Bulacan 和 Cavite 建造新機場的建議。
Philippine President Rodrigo Duterte‘s administration has said it was open
to unsolicited proposals even as it has decided that all infrastructure
projects will be funded by the government to simplify the process.
菲律賓總統 Rodrigo Duterte 的行政部門曾表示開放主動提供的建議,儘管政府已經決定
所有基礎設施專案都將由政府資助,以簡化程序。
The Philippines is one of Asia‘s fastest-growing economies but it lags
regional peers in terms of attracting foreign direct investment because of
constraints including poor infrastructure.
菲律賓是亞洲成長最快的經濟體之一,但由於基礎建設差勁等因素在內的制約因素,它在
吸引外國直接投資方面落後區域內其它國家。
To address that and lift economic growth, Duterte planned a $180 billion “
Build, Build, Build” infrastructure campaign in his six-year term.
為了解決這一問題並促進經濟成長, Duterte 計畫在六年任期內展開一千八百億美元的
"Build, Build, Build" 基礎建設運動。
Mr Bautista said PAL was in talks with potential equity partners for the
terminal expansion project, which would most likely be financed with up to
30% equity and 75% loan.
Bautista 表示,菲航正與潛在的股權合作夥伴就航廈擴張專案進行商談,該專案很可能以
高達百分之三十的股權和百分之七十五的貸款獲得資金。
Transportation Secretary Arthur Tugade said the government was waiting for a
formal proposal from PAL.
交通部長 Arthur Tugade 表示,政府正等待菲航的正式提議。
